1. Boise Districting Commission: All district boundaries shall be drawn and updated by the Boise Districting Commission as established in Boise City Code Title 2, Chapter 16. The Commission’s work shall be done in accordance with the provisions set forth in this chapter and Boise City Code Title 2, Chapter 16.
2. Decennial District Boundary Update: District s boundaries must be redrawn every ten (10) years based on following the most recent decennial census data. Districts are established by the Commission and approved by City Council, as set forth in Boise City Code, Title 2, Chapter 16.
The Comprehensive Planning Areas map and exact boundary descriptions as adopted by City Council are kept on file at the City Clerk’s Office and available to the public to review during office hours
2. 3. , and election precinct changes. If two (2) districts are contiguous to the new territory, the territory must be added to the district with the lower population, unless to do so would result in a population variance greater than ten percent (10%). In such a case, or if the districts are of equal population, the new territory may be split evenly by population between the two (2) contiguous districts.
3. 4 Updated Boundaries: All intermediate City Council seat district boundary updates shall be established proposed by the Commission, and adopted by the City Council.

BOISE DISTRICTING PLAN: A detailed map of the City showing the exact boundaries of the City Council seat districts, with each district labeled with its district and corresponding City Council seat numbers.
FEDERAL DECENNIAL CENSUS DATA: Data collected and published by the United States Census Bureau every ten (10) years after each national decennial census.
RESIDE: For determining the residence of a Commissioner, it is the principal or primary home or place of abode of the Commissioner and has been the principal or primary home for such person for no less than thirty (30) days before an appointment to the Commission.
If the City’s boundaries change in the interim, the new territory must be joined to a contiguous district
Commission Created: The Boise Districting Commission is hereby created with the purpose of establishing the City Council Seat Districts and updating such districts every ten years or sooner if necessary, as set forth in Boise City Code title 1, chapter 9 and this chapter in accordance with all applicable laws and available federal decennial census data.
A. Appointments and Vacancies: The Boise Districting Commission shall consist of five (5) members appointed by the Mayor and confirmed by the City Councilmissioners, once appointed and confirmed, are voting members. Should a vacancy occur on the Commission, the Mayor shall fill the vacancy in a like manner within fourteen (14) days, or as soon thereafter as practicable. In the event the Mayor fails to timely act pursuant to this provision, the City Council President shall so act.
B. Member Qualifications: Commissioners shall consist of five (5) City residents that are qualified electors as defined by Idaho Code section 50-402(c), one (1) of each residing in each of the following combined Comprehensive Planning Areas: (1) Northwest/Foothills, (2) North and East Ends/Downtown, (3) West Bench/Central Bench, (4) Southwest/ Airport, and (5) Barber Valley/ Southeast. If a Commissioner moves to a different Comprehensive Planning Area during their term, the Commissioner shall be permitted to serve the remainder of their term. If a Commissioner moves outside of the City, the Commissioner shall resign their position and a new Commissioner shall be appointed.
